Bug Fixes

• [Fix] ARC Decision Sync to VMS. Only the final decision for an ARC request will sync to VMS—Approved, Denied, Stipulations and Cancelled. Other internal action options from the ARC Central system (e.g. Forward to Committee for Vote) will no longer be synced.
• [Fix] Block Decision Syncing. The data for final block decision votes pushed after request marked Complete, final decision correctly syncs to VMS.
• [Fix] Minor UI Updates. Minor updates to dashboard, title displays.
